Environmental credits are increasingly being used as a tool to achieve environmental goals in regulatory programs. As a result, Virginia's environmental credit markets are evolving rapidly. Virginia policymakers are developing new guidance, regulations and legislation that will impact how future mitigation markets work in the Commonwealth. Currently, changes to Virginia's In-Lieu Fee Program, the development of the nutrient trading market and related opportunities associated with the implementation of the Chesapeake Bay TMDL are all underway. How these changes take shape is critical to the future of Virginia's private mitigation business sector.
